I've seen someone try something similar with 2006rebotted. The problem was at a high tickrate, the game became nonfunctional. At least if you'll be able to run thousands of bots at once.

Is Avast removed? I just tested it on a fresh install of Windows 10 and it launched without issues.

Try deleting the C:\Users\<YOUR USER>\2009scape folder and see if that fixes it (maybe the launcher got confused because Avast previously deleted some if its files)

There isn't a way to delay the but/sells atm, since the singleplayer is just a locally run version of the live game, which doesn't have a need for a feature like that.
