The run-server.bat just open and close to fast and I can’t read the error.. no luck

Hi guys I follow the guide to update my server artifacts but I think the guide it’s out of date I get a error every time I try to build artifacts, can some one tell me how to do it? To keep my single player server updated.

all accounts that are created have GM privileges, I tried to change the privileges in database but it doesn't seem to work. How do I create regular accounts?
