What did you do?
Stole from HAM members.
What happened?
The only interaction is stunning, and no thieving info gets pushed to the chatbox (ex. "You steal some coins").
They're not very vocal either, just physical.
What did you expect to happen?
After getting stunned a few times I should be sent to their jail and after a few more tries end up outside.
Are there any relevant item/npc IDs? (use ::debug command in chat)

No.
EDIT:
If this is going to be looked into, please also check if wearing the HAM robes minimalizes the chances of getting caught/kicked out. I have no real way of checking if this is the case right now.
