The reason commands are disabled by default in singleplayer is because they are genuinely literal cheating.

If you want to enable them, you need to change the config file yourself to enable that.

As for copying over the new client jar, you can take the one you downloaded when you ran saradomin from the location you placed the plugins into. In the same folder as that plugins folder, there should be a 2009scape_pazaz.jar. Take that one, copy-paste it into the singleplayer folder, and rename it to client.jar.

You can then copy-paste the plugins folder into the singleplayer folder as well
