As requested, Glider usable without quest being done.

Went to Al Kharid
What happened?
Went to glider in Al Kharid was able to fly to various places and back without the quest being done.
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
It to not let me!

Right now some content that should be quest locked has been left unlocked. This is on purpose. Ectophials is another example. You can get one without Ghosts ahoy. Once the relevant quest is released then the gliders will be locked. That would be Grand Tree for gliders. Thanks for looking out!
