Your post title didn't accurately reflect the real request, so I updated it.
Disabling rooftops is just a setting you can enable in the client's settings. It's always been there.
Bank-all you access by clicking the bag with the arrows in the bank interface. It opens a dialogue allowing you to bank inventory, bank equipment, and bank BoB inventory. It's always been this way.
For the 1-click bank you need to enable a config option under the world section:
[world]
bank_booth_quick_open = true (add it if it's not already there)
