Horror from the Deep

Hi, I'm starting to write Horror from the Deep quest and I have an issue with quest stage. If I want to start quest I get:

Nonmonotonic QuestRepository.setStage call for player "ar0is", quest "Horror from the Deep", old stage 10, new stage 10

If I swap it for any unimplemented quest I get the same result, but for implemented quest everything works fine. Looks like a simple thing to switch, but I can't find what is causing it :/
