Scenery Placement/Generation and Selection Questions

So I have a couple questions as I'm trying to learn my way around this stuff.

Some context, I'm going through the Druidic Ritual quest and reached the Cauldron of Thunder. Normally when you try to open the gate, one of the statues comes alive, and when both statues are dead you can enter the door. Since that didn't happen, I wanted to implement that as an exercise and ran into these roadblocks.

1. Where exactly are scenery objects created in the source/how are they placed
2. Is it possible to target scenery objects in the code using their coordinates

Also, unrelated, this has been really fun :) thank you all
