Singleplayer: Increase magic strength or attack speed

I am playing around trying to increase attack speed of weapons. All of them were easy to do so expect magic.

With staffs I tried to increase their attack speed but it only affects melee attacks with them/
Changing the stats in the last 4 slots of "bonuses" property only affected things like melee hit strength or prayer bonus.
I tried many things but in no way was I able to increase the magic strength of staffs.

Is it possible to make spells cast faster, or at least with increased damage?

Leagues are really bringing out the creativity in people
