Uninstall then Reinstall Launcher
Would i lose the progress on my live server character if i were to uninstall the launcher completely and then reinstall

Nope, your live server profile is securely stored on 2009scape servers, and you're safe to do anything on your local PC without affecting that 
(Just make sure you don't forget your password!)
If you're playing offline/singleplayer, that's a different story though. Deleting your singleplayer files would cause you to lose progress
