Started and was doing a quest on the account without 21 thieving as required. In the part where you have to investigate staircase, it does not let you pass without this requirement and does not indicate in any way you need a higher level for this.
What happened?
Unable to proceed with quest until requirement is met and new dialogue appears when you have found traps, until that point you are being teleported to sewers without indication that you need higher level.
What did you expect to happen?
Unable to start quest without 21 thieving.
Are there any relevant item/npc IDs? (use ::debug command in chat)
