I did debugging and didn't see any objects laying around but couldn't unblock the bank since hwguy was using it and a few others. I was like, "Well, if there's an object I couldn't see then I know resetting the server would fix this" since a lot of people tend to use this bank and I thought it could be a quick fix. Turns out, the command doesn't reset the server only shuts it down. I apologize for the inconvenience it has ruined my evening too. This won't happen again I just wanted to take the time to state this rather than leaving you guys in the dark.
