What did you do?
Played the Sorceress' Garden minigame.
What happened?
The Elementals always stop at their final travel point.
What did you expect to happen?
The Elementals should constantly move at a steady pace. They should never stop traveling from point A to point B.
Are there any relevant item/npc IDs? (use ::debug command in chat)
Summer Elemental, Winter Elemental, Spring Elemental, Autumn Elemental.

The current Old School Rune Scape works the exact same way.
