Green Dragon Drop Clue Scrolls of the Wrong Difficulty

Green dragons are currently dropping level 2 (medium) clue scrolls rather than level 3 (hard) clue scrolls as they should.

I submitted a MR that replaces the Medium Clues with Hard Clues. When it passes, we will close this issue report.
