Hellhounds and the Clue Scroll Drop Rate

I've had several players come to me and ask, "What is the best method for Hard Clue Scrolls?" I always tell them "Hellhounds," but they always respond with "It should be 1/32." They're not wrong, but they also aren't right. The RoW is very valuable, but currently, its effects aren't implemented, and it will probably be a long while until it is. That said, I was wondering what everyone's opinion is on the Hellhound Clue Scroll DR. Should it be 1/32, or 1/64 (It's currently 1/64). I value everyone's opinion but take warning: The developers get the final say.
