Unable to talk with Master Crafter

What did you do?
Attempted to speak with master crafter to buy skill cape. Another player tried to speak with him as well and was not able to.
What happened?
No interface shows up when you click to talk to master crafter.
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
Have available options when clicking to talk to master crafter.
Are there any relevant item/npc IDs? (use ::debug command in chat)
ID 805, Index 2882
Option talk-to [0]

Have you reproduced it on the test server? If so, what are the steps?
I have not attempted yet.
