What did you do?
Attempted to buy Battlestaff from Zaff in Zaff's Superior Staffs!.
What happened?
Unable to buy them. NPC responds with that he's out of Battlestaves.
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
Able to buy some Battlestaves, even though no Varrock achievements have been completed.

Have you reproduced it on the test server? If so, what are the steps?
Only on single player server.

Yep! Recreated this one on test also, to a limited degree.
On live, I've done easy tasks, so have 16 in stock.
On test, I can test if I've done all tasks, so have 64 in stock.
Your source correctly indicates:
