What did you do?
Cooked 40x Wrapped oomlie with 67 cooking, 10x with 99 cooking.
What happened?
All Wrapped oomlie became burnt.
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
For them to be cooked, creating Cooked oomlie wrap.
A 2009 wiki entry with required cooking info can't be found. However, both rs3 and osrs wiki states lvl 50 cooking requirement, with seemingly 0% burn chance.

Reproduced this on test with 99 cooking. I burned 56 of them in a row.
It's clear that this was implemented in the 2009 era, but it's incredibly hard to find historical sources. I'll log an issue - These should be able to be cooked at lvl 50.
