The quick menu options for Brimhaven agility arena NPCs do not work

What did you do?
Use the Trade option on Pirate Jackie the Fruit.
Use the Pay option Cap'n Izzy No-Beard.

What happened?
Nothing

What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
The Brimhaven Agility Arena Ticket Exchange menu to open on Jackie.
The agility arena usage fee to be paid, entrance to arena given.

Are there any relevant item/npc IDs? (use ::debug command in chat)

Have you reproduced it on the test server? If so, what are the steps?
Only on single player server.
