What did you do?
Tried using a dragon halberd to attack two tiles away with safespot friendly object in between. I tried on both large and small Tzhaar monsters
What happened?
Character responds by running up to any monster 1 tile away and begins the attack. It does however work on open ground.
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
Expected character to be able to safespot attack monsters over a handful of terrain one is able to range over and mage over, the best example being over an ore. An example of terrain not able to be safespotted over is a sulfur vent in the Tzhaar cave.
Are there any relevant item/npc IDs? (use ::debug command in chat)

I don't think you can attack over the sulfur vents, but you should be able to attack over the mining rocks.

That's right, the sulfur vents are a no go for range and mage but the ore should be fair game.

Can validate this - Did an arbitrary test at Varrock South-East mines.
I couldn't attack a Rock Crab overtop of any of the Ores in that zone either - This tells me that currently whatever code handles attacking an enemy in this way might not have the right scenery included in what it can attack over, at a guess. I'll get an issue logged a lil' later on today.
