Apologies for the title edit, I meant I am unable to make the Bolt Tips with the chisel :)

What did you do?

Used a chisel on a cut gem


What happened?
Nothing

What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
The ability to make bolt tips

Are there any relevant item/npc IDs? (use ::debug command in chat)
All cut gems

Any screenshots/recordings?
