Fight Arena cutscene softlock

What did you do?
Initiated the cutscene of entering the Fight Arena by using the Khazard Jail Keys on Jeremy Servil's cell.
What happened?
The cutscene initiates, but hangs indefinitely at the scene the character is supposed to actually enter the arena through the door. Upon relogging, the character is inside the fight arena, but nothing is progressable. Cannot talk to either Jeremy or Justin Servil, the Khazard Ogre is not spawned, talking to or killing General Khazard does nothing.
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
The normal scene of entering the arena, followed by the usual gauntlet of battles.
Are there any relevant item/npc IDs? (use ::debug command in chat)
