Merlin's Crystal - Can't Summon Thrantax The Mighty

What did you do?
Dropped Bat bones (from the ones at the keep accessed during the quest) on the Magical sign in the little shrine NE of Camelot Castle with a lit black candle in the inventory.
What happened?
Nothing.
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
This should summon Thrantax the Mighty, according too the 2009Scape/OSRS/RS3 (Revision 16:11, 15 January 2009).

Are there any relevant item/npc IDs? (use ::debug command in chat)
Bat bones: ID 530
Lit Black candle : ID 32
Any screenshots/recordings?
Can be made if necessary.
Have you reproduced it on the test server? If so, what are the steps?
I'm not part of the test server.
