White Wolf Mountain - Can't Attack Wolf

What did you do?
Tried to attack a wolf that was attacking me in White Wolf Mountain
What happened?
I could not attack it, but it was able to attack me
What did you expect to happen? (Provide a source from runescape wiki/youtube/etc if possible)
I expected that I would be able to attack the wolf
Are there any relevant item/npc IDs? (use ::debug command in chat)

The first gif is from the stable server, the last gif is from the test server
Have you reproduced it on the test server? If so, what are the steps?
Yes, the steps are:
-Click on wolf to attack
-See if you can attack it
Note that in the test server, the wolf did not attack me automatically (but it might be because I just used the ::noobme command recently)
