Have you reproduced it on the test server? If so, what are the steps?
Yes:
1. Check achievement diary to make sure the guard achievement isn't complete
2. Pickpocket guard in Varrock Palace Courtyard
3. Check if a chat message appears talking about completion + check achievement diary just in case
