Your image isn't working, but I assume this is because your Java 11 path isn't set correctly in the settings tab. Please check

That is correct. It seems it was already known this would happen... Is there a solution other than updating my OS?

The TL;DR is that the issue occurs because Windows 8 lacks certain features that are present basically in every other version.
There's a couple issue reports about it on Avalonia (the library used for the UI, which is the actual source of this bug, not 2009scape.):

It's supposedly been fixed in a newer version of Avalonia, which we are working on migrating to. It's not quite ready yet. If we get a functional test build out soon, though, I'll post a link here for you to try.

Thanks for the helpful and descriptive answer! Seeing as it was coming from Avalonia, I thought it might not be directly related to 2009Scape. But it's good to hear that not only was it fixed in a newer version, but you are already working on migrating to said version.
