Hi there, i'll try to help, but i'll need more info.
Basically one of the last steps is to copy the file (-with-dependencies.jar). If that fails with a file not found, then the build job of the server.jar file didn't happen (properly). Try opening a cmd window and run the run-server.bat batch file through there (using cd commands to get to the right folder). You should see errors happening at the build process.
I'm guessing it flips out with a JAVA_HOME path not found error, then failing to build the server.jar file. Could you share more of the error messages on screen?

(Worth noting for the sake of helping others, Windows JVM installers rarely set JAVA_HOME by default (even though, by all measures of sanity, they should))
