New User With a Few Question

Hi, I'm new to RSPS's, I dabbled a little back in 2013 but never got very far with one. I was just curious about the locations/commands of a few things:

#1. Where do I change my character's rights to be an Admin/Owner of my server source? (I thought I read somewhere about MySQL not being used anymore).
#2. I saw where someone was asking about adding items to a whitelist for the game's GE, I was wondering what the opposite command line would be to remove the items from the whitelist as well? (I tried a few commands like ::disablege (item ID), ::unallowge (item ID), etc and none of them worked).
