They were added on May 21, 2008, as part of the Level-up messages update.

From your peculiar choice of source, I had presumed you were referring to the skill objective system, which that clip showcases a chat message for. It's quite a bit after your timestamp where the total level 100 milestone message shows.
For what it's worth, this is already implemented for the most part. You just don't get the chat message currently. This would also belong as a bug report, not a suggestion.
