All accounts that are created have GM privileges, I tried to change the privileges in database but it doesn't seem to work. How do I create regular accounts?

Go to your single player folder > game > worldprops > default.conf
Change the "noauth_default_admin = true" to "noauth_default_admin = false"
The way I got to this single player folder was by making a backup save in saradomin and then opening it.
